Credentialing Opportunities Online (COOL)


The COOL program is a "Joint-Service initiative to promote civilian credentialing opportunities for military Service members" (Dept. of the Navy COOL). The ArmyNavyMarine Corps, and Air Force each have a COOL program, but the funding and the application process varies per branch. The sites help active-duty personnel find civilian-sector credentials that fall under their MOS/ratings/occupational specialties and pay for the corresponding exams. In many cases, the COOL program will also pay the fees associated with maintaining the credential while the service member still has a specified amount of time left on contract. The intent is to better prepare service members for transition back into the civilian sector by helping them attain employment credentials. Those who become familiar with the site, qualify for funding, and pursue the credentials will be better prepared for future employment and gain more potential value for their skills.

Participants must still be on active duty, and usually need to have a specified amount of time left on contract (6 months to 1 year). The branches dictate who can participate, for example the Navy allows both enlisted and officers holding relevant positions to be eligible for funding. The Army is open to enlisted and warrant officers, but the Marine Corps program is currently for enlisted personnel only.

Payment options are detailed under each certificate. If you do not meet the requirements for your service branch for funding through the COOL program, you may be able to use your GI Bill (or pay out-of-pocket). Be careful using your GI Bill. It will pull down on your benefits and it is often not cost beneficial to do so.

Study resources are also outlined. Some of the materials will be free and others will require payment. Check the local education center on your base to see if they have access to any materials (last time I checked they didn't have anything specific). Always check on the credential overseeing agencies' websites. Sometimes the organizations offers free resources to help applicants prepare. Look at local libraries as well.

You request a voucher on the COOL websites. Follow the steps listed. You will need someone in your command (outlined in the steps) to sign your voucher, typically an E7 or higher or an officer.

The Army, Navy, and Marine Corps sites all follow the same set up. They use a 4 step process to gain access to an exam: (1) Find and Select a Credential (must fall under your MOS/rating, unless you are a Marine then you can look under the MOS of Leader as well); (2) Learn About Credential Requirements; (3) Learn About Resources; (4) Apply For and Take Exam. Finally, you must report your results. The AF set up their own site, and it is totally different than the others, of course ;-), so follow the steps listed on the site.
